Changhua Chemical Technology Co., Ltd. strictly implements national laws and regulations concerning safety and has established a system for timely identifying and getting applicable safe production-related laws, regulations, standards and other requirements, though defined channels and means and at the right timing, on a regularly updated basis. Changhua reviews whether the applicability of safe production-related laws, regulations, standards and other requirements are followed on an annual basis. Changhua has, according to relevant national laws and regulations and based on the specific conditions of the company’s operations, formulated safe production policies and goals, 50 safety management regulations, and signed 8 letters of responsibility for safe production with all 8 functional departments. Changhua has set in place a Safe Production Commission and appointed safety specialists and registered safety engineers as required. The safety responsibilities of major persons-in-charge, management staff of each level and operators have been specified. A safety management network involving major persons-in-charge and front line shift leaders is in place. A safe production responsibility evaluation mechanism has been formulated for regular examination of how the management and operators of each department have fulfilled their safety responsibilities and how the safe production responsibility system has been implemented, as the basis for awarding and punishing relevant staff.

Implementing the safe production management system can effectively remove potential safety hazards at early stage and avoid safety accidents. Changhua has passed Grade II Standardized Evaluation of Jiangsu Province on Safety.

Changhua has obtained National Industrial Products Production Permit, Hazardous Chemicals Operation Permit, Permit for Safe Use of Hazardous Chemicals, etc., which are necessary for Changhua to unfold production and operations.

Changhua Chemical Technology Co., Ltd. strictly follows national laws and regulations on environmental protection, ensuring that environmental protection facilities are designed, constructed and used at the same time as corresponding main works. Discharged waste water and waste gases are regularly tested by qualified testing bodies. Regulations on hazardous waste are strictly executed to make sure the storage and disposal of hazardous waste meet national and local standards. Changhua employed Jiangsu Province Chemical Engineering Design Institute, a Class A engineering design body, to design the layout of facilities according to petrochemical codes. China National Chemical Engineering No.14 Construction Co.,Ltd., a certified Class I turnkey contractor of petrochemical projects construction, installed the facilities for Changhua.

Changhua obtained Suzhou Environmental Protection Bureau’s environmental review opinions on Aug.31, 2010, conducted trial production in June 2012, and passed Suzhou Environmental Protection Bureau’s environmental protection in September 2013. Ever since trial production, Changhua has installed online sewage monitor, online rainwater monitor, and shared data with the environmental protection authority through network connections, ensuring that discharged waste water is always qualified for discharge and under governmental supervision. Changhua has formulated a Emergency Plan and, as approved by governing authorities, carried out drills and summary regularly to make sure once an accident occurs, it will be dealt with properly.

(1) Waste water

Changhua uses the patented aerobic carrier biofilm flowing bed (CBR) technology of Puritek (Nanjing) Co., Ltd. (a subsidiary of Singapore-based Puritek International PTE. LTD.), an experienced organic waste water treating company, to treat organic waste water. Changhua invests 41 million Yuan in waste water treating facilities which are installed across 1400 square meter and which could process 3000 tons of waste water everyday. These cost-effective facilities are able to bear high load and run stably. They make sure all waste water discharged by Changhua is national Grade III discharge standard compliant. On June 7, 2013 and Mar.9, 2017, Suzhou Environmental Monitoring Central Station and Zhangjiagang Environmental Monitoring Station tested the discharged waste water respectively, confirming that the waste water met Grade III discharge standard of Integrated Wastewater Discharge Standard (GB8978-1996). Changhua continued to improve the discharged waste water to Grade I discharge standard, meaning the waste water can be directly discharged into the Yangtze River.

(2) Waste gas

On June 7, 2013 and Mar.9, 2017, Changhua’s waste gas treatment facilities were inspected by Suzhou Environmental Monitoring Central Station and Zhangjiagang Environmental Monitoring Station respectively, confirming that the discharged waste gases through these facilities met the requirements of Integrated Emission Standard of Air Pollutants (GB16297-1996) and Emission Standard of Foul Pollutants (GB14554-1993).

(3) Solid waste

Changhua has built up a hazardous waste storage space according to the hazardous waste storage and pollution control standards, and, as required by laws and regulations, subjected hazardous waste to companies qualified for processing such waste.

(4) Noise

In terms of noise control, Changhua has taken a series of measures, including sound insulation by structures, silencers, covers and shock-absorbing measures to make sure the noise across the factory is within the allowed range.
